Well, I gotta put my input in on this one. I dislike these people for varying reasons, to be honest.
1. Trevor. He's a financial disaster...and I love Australians with all my heart, but the kid turns into a money nightmare.
2. Hitman. If I were to choose between Raider or Hitman, I'd choose Raider (and I did in one of my early forays into JA2). What kind of self-respecting mercenary doesn't take care of his weight problem? His stats aren't good and his wisdom just can't compensate for it.
3. Cliff. He's rather arrogant and I can't stand his voice. Also, 34 explosives is not a marketable skill.
4. Buns. Her stats are actually pretty good, but Fox is not a swimsuit model. Like the Hitman/Raider thing, I'd take Fox in this situation. With the kind of team I use, I don't need another teaching expert (my current team is IMP/Len/Fox/Barry/Ira).
5. Lynx. I find his hobby for killing endangered species absolutely detestable (this is a fact revealed in JA/DG). If I want somebody who starts with 99 marksmanship, I'll take Scope because she starts at level 5 for the same price. I just can't stand Lynx.
Also, for those who say Len never improves, I've had him from Day 1. I've primarily used him as support to increase Fox/Barry/Ira's abilities, but he leveled up to 8 today and he's gained 13 leadership, 17 mechanical, not to mention 2 wisdom. Aside from Scully, probably my favorite veteran merc.

I just don't have quite as much fun with a one man squad. Early on when I was just testing stuff for the hell of it, I tried having as my first team a few combinations:
1. IMP, Raider and Raven
2. IMP, Magic and Scully
3. IMP and Shadow (later added Len)
4. IMP, Scully and Len (got to Cambria, but had to drop it due to old version/computer reformat)
5. IMP, Len, Fox, Barry, Ira (current)
Early on was nasty with my current game "Flippin' gun doesn't want to work!" but now, my IMP is 7, Len is 8 and the rest of my team is 6, all armed with decked out assault rifles and marksmanship in the low 90s.
I've realized by now that it's much, much more cost-effective to raise weaker but high wisdom mercs than to get all-stars (at least, wait to hire them until the endgame). I still don't regret hiring Len because he can train militia or repair, he's inexpensive and he's an excellent shot. I do kind of wish I'd hired somebody like Igor, Meltdown or Blood, but that can wait for my next playthrough.

If you want to get technical, stat wise, the worst recruit able people are
Robot, Shank, Flo, Hamous, Biff (Haywire)
292 353 354 410 417 (420)
The average stat total of every person you can hire in the game is 582, just to put that into some perspective. These are the worst people for each respective stat and are unaltered.
Worst Health
Flo - 58
Worst Agility
Shank - 36
Worst Dexterity
Robot - 30
Hitman - 40
Worst Strength
Robot - 30
Shank - 31
Worst Leadership
Robot, Haywire, Flo, Fidel - 1
Worst Wisdom
Robot - 5
Bubba - 29
Worst Marksmanship
Vince - 35
Worst Mechanical
Robot, Gumpy, Biff, Spider - 0
Worst Explosives
Robot, Hamous, Spider, MD, Danny - 0
Worst Medical

RizzlaIf you were to list them as stats per cost things look very different. Flo costs just $100 per day and with her high wisdom she can at least train militia cheaply (and gets quite good at it after a while). Plus she gets better prices at Tony's. Shank is pretty much the same - wisdom of 80 means he can make a militia trainer, though he doesn't have the teaching trait like Flo. Who cares about $20 a day? He can uncover sectors you wouldn't visit otherwise and then train militia in Drassen or the first SAM site if you've lost people up there. Admittedly that's not much and I wouldn't want to see either in a firefight (though I have and their lines are worth a chuckle or two).
If you want efficiency, then obviously hire the ones that are free, which are:
Carlos, Dimitri, Ira, Miguel, Maddog, Robot, Slay
If you want actual value per cost daily (plus medical if applicable, as you cannot not pay that), then the five worst are as follows:
Magic - 6.55%
Gus - 6.82%
Reaper - 8.14%
Grunty - 8.23%
Scully - 8.34%
Kinda sad.
*BONUS*
There are those that are greater than what they cost, and these are as follows:
Devin - 100.52%
Grizzly - 104%
Vince - 115.6 %
Bull - 127.5%
Hamous - 164%
Biff - 208.5%
Gasket - 238.5%
Haywire - 280%
Gumpy - 310.67%
Razor - 318.67%
Flo - 354%
So yes, Flo is the best that MERC has to offer. Take that Flo Haters!
*EXTRA BONUS*
There's two people that are greater than 1000% (!) of their stats, and they are:
Dynamo - 1014%
Shank - 1765%
The formula for all of these calculations was to add Health, Strength, Agility, Dexterity, Wisdom, Leadership, Marksmanship, Mechanical, Medical, Explosives, and Experience level; Divide by (Daily Cost + Medical Deposit).
Example:

That just means that the cheapest mercs are the most efficient. It has to reflect production as well. Add in sleep need and ability to work with fellow mercenaries.

1. I hate Gumpy, cos he annoys me immensely.
2. Biff, cos he is weak, and his voice is annoying.
3. Haywire, useless idiot, who couldn't shoot a barn door.
4. Gasket, i used to like him, but he is a racist moron who'd forget his gun if he wasn't holding it.
5. Steroid, i can't stand this roid-freak, he just oozes stupidity.
