That is why I am going to build skanker up into a grenadier!
Razor is also a decent mercenary from a physicality view point.
In my current game Dimitri is a M A C H I N E.
Flo trains militia and gun runs at Tony's sell hideout.

By the way, some mercs have unique special abilities, just *some* examples:
- Razor requires the least amount of sleep (he can travel on foot from Drassen to San Mona and back without falling asleep)
- Flo gets a 15% discount buying weapons and a 15% bonus selling them (in WF she also has the thieving skill)
- Shank and Dimitri (not Dynamo) may not look like much but their throwing skill makes them hit targets even if the CTH says zero percent. Throwing also has a chance to outright kill an enemy regardless of how many hit points the target has (if the target is unaware of you)
- some mercs have unique skill combinations e.g. Slay is the only one with Sniper and Auto
Where did you get this? Know something more?

If you want actual value per cost daily (plus medical if applicable, as you cannot not pay that), then the five worst are as follows:
Magic - 6.55%
Gus - 6.82%
Reaper - 8.14%
Grunty - 8.23%
Scully - 8.34%
Kinda sad. 
Excellent work, cheers! Basically, this is the way I think about it: Considering that most mercs can actually do the job (especially when you give them decent weapons) the only reason to hire the expensive mercs is because they are superstars. Think of them as movie stars. You can hire somebody like Robert Urich (RIP) for an action flick, acting isn't so important anyway in such a movie. But it's cooler to get Bruce Willis to do the job. Gus or Magic (ok, not that I ever hire them) have proven themselves in countless battles, have made a name for themselves and thus their asking price is damn high. While, say, the free locals... they've probably never even been outside Arulco, let alone fight as a mercenary somewhere on the other side of the globe.
But the reason I pointed out that Flo or even Shank have some uses is the scope of this game. Sure, you have your fighting squad but if you hate having them wait around or waste their time training militia you can never have enough mercs to do that job for them. Pair Flo with Ira (or even get Biff and Gumpy in the game) and you have a dead cheap militia training squad.

5 worst Mercs (a late comment):
Outside of the former doctors who can't get hired at a hospital (MED), or former cops/guards/grunts who either can't shoot, can't walk fast, or can't learn anything,
the list of MERCs in JA2 vanilla or 1.13 each have a skill that can build a useful team.
That said:
5. "Buzz" (MRK-96) is such a klutz (DEX-47) I wouldn't trust her with a burnt match;
4. "Fox" is too girly and Buns hates her;
3. "Hitman", also a klutz (DEX-44)
2. "Steroid", with bad attitude, possible drug problem, and hates they women;
1. "Red", too ornery, though I have little experience with him.
Basically, anyone who is slow and drags a squad back - even Bud can be slow. At some point you recruit Shank to get fuel - then you fire him! He's injured and slow, and takes up a slot.
I like a team that can move better (until the Truck and then Hummer appear).
Admission: I haven't hired many of the mercenaries, hiring again and again the same guys that I've learned to fight with.
Bull and Grizzly have dexterities (40, 50) as bad as Buzz, but they're strong, and I've built their marksmanship to a good level and they can carry gear.
Bull is lugging around the M1919-A6 LMG for God's sake (lying down, he's deadly firing a burst).
I like Grunty because his MRK is in the 90's after 15 days, and he can move around quicker than a Buzz, even if he NEVER gets any stronger; and he's a bargain.
Buns is surly but a good shot, if you keep her busy; if she sits she's ornery.
I got into a fix in my current game where MERC costs were $30,000 and mine income $25,000. Mine income isn't increasing fast enough, but I hired guys to save me in the
massive counter-attacks when Alma and Chitzena mines were taken (despite switching off "No Massive CA" in Drassen, and in Strategic Map).
After taking Cambria mine and prior to taking Tixa on Day 16 there were 150 soldiers milling around the area between the prison and Estoni. It took a dozen battles to wear them down.
Snake is a decent shooting, useful if surly mercenary that has risen to $3000/day - and he' not worth it.
I can't stand having Thor and Stephen in the same group (does that same guy do both voices?), but either one is needed to recruit Shank and Dynamo to take care of those Quests.
So I tend to swim in the lower priced end of the pool (teams of Hector, Bull, Grunty, Grizzly, Buns) at least until they start getting good and want more money.
By the time I get to Grumm and I lose a mine after being played out, I may have enough income to afford Lynx or other expensive MERC.
I wish Ivan didn't need so much sleep (teach him Night Ops skill? Far-fetched?).
