It seems like any time I take _any_ damage it's just a pre-cursor to a death spiral in which I can do nothing. Just now I had a FIVE turn period in which Ira was pinned behind good, hard cover, but could do absolutely nothing. She was crouched behind one of those giant rocks you often see and started to take a decent volume of fire. Coupling the suppression effects with a few chance head-hits and she could literally do nothing for 5 turns, not even the logical approach of letting me go prone with her which would have made her absolutely safe (I was in some hellish position where suppression was enough from keeping me from doing anything, but also insufficient to auto-prone her...).
It. was. infuriating.
If I could even just proned her it would have been fine, but as it is with default settings and this NCH bullocks this game has just become an exercise in frustration since the enemies will almost always be able to bring a greater volume of fire simply because they outnumber me 3 or 4 to one...
How do you deal with it? Should I basically just turn all the new stuff off and revert to 1.13 from 2 years ago?

As far as i understood, the suppression things are not related to NCTH but part of HAM. So I'd try to tune down the suppression related things in the ini.
Edit: And/or do take benefit of STOMP (new traits) and make sure to have at least a squad leader equipped with ear phones in your squad. He will avoid suppression shock for team members in his vicinity quite a lot.
And take advantage of the new, realistic rolling animation: While prone, moving left or right one tile while pressing the ALT key makes the merc roll over his back to the side facing again in the same direction as before. So your ira could roll out behind the rock, take an quite accurate shot (because being prone) and roll back to safety.
HTH.
