 Every time I try and buy something I find his inventory is empty save for some duct tape or detonator. What gives?

 Devin's inventory being buggy has already been reported with previuos release. But dunno if RoWa (or anybody) has been able to hunt the bug down yet.

 In my current game (r4945) Devin has a single duct tape. Game progress is 22/22.

Both Devin & Tony are set to use Bobby Ray settings (which is 'awesome'). Devin has nothing, Tony has crappy pistols and 9mm ammo. And there are sniper rifles already on BR website...

AFAIK "xxx uses bobby rays" settings do not work ATM.

 Seems to be fixed now.
At least devin will offer more and better things along with increasing progress even if did start with nothing:

He offered just a wire cutter when i first met him in a 4552-game at progress about 15-20. Continued game to 4870 release and revisited Devin at progress about >60. He was then offering different launchers, ammo for them, all sorts of explosives, grenades and devices.
