Does the enemy have a ton of AP or what?
Because, even after I hit someone in the leg, the next turn he can just stand up and throw grenades at me.
When MY mercs get it in the leg, you can be sure they have a negative number of AP the next turn.
Same goes for simply hitting enemies. I had a headshot on 1 enemy soldier that did 50 damage. When it was his turn, he just turned around and sprayed my merc to death. What the hell is up with that? My mercs are going into negative APs as soon as they're hit for 30 damage or more. And yes, I use shift+b to make sure they don't have their backpacks and no they aren't over 100% weight.
I kinda need an answer, because right now it has screwed up some fights badly. Thought had the upper hand, enemy magically gets ton of AP to throw stuff at me.

I wouldn't mind having a real challenge instead of a fake one. I have no real problems whatsoever with the game in general but I've always hated cheating AI in all strategy games... with the exception of Sins of a Solar Empire.
It's a bit like Company of Heroes 2, where AI soldiers dodge your grenades even before you threw them and their mortar always know where your troops are even with if they have no line of sight.
In my current game, if I don't kill a specific soldier the first turn, he'll turn around and throw 2 freaking grenades at my best night ops specialists. Why, instead of cheating the game mechanics, won't they just send more troops? This would have made the game feel more desperate and made a better impression of what a small group of mercs trying to take over a country would look like.
And I gotta ask, how has the difficulty "grown" a lot? Please be more specific!

yeah, that's the fishy thing. That particular soldier seems to be programmed to piss me off. I tried another tactic of throwing a stun grenade at him. He got stunned, but my guy didn't down him on the next turn. 2nd turn, he gets up, picks a gun (a p90), then proceeds to do 560 damage on Raven 
After a stun grenade, that shouldn't happen. That means he had enough AP to drink up a canteen to regain his stamina and shoot at my girl.
Hence why I think something is wrong with my game Some NPCs (not all of them) seem to have a pool of 200 and more AP + crap load of stamina. Someone that gets headshot for 50 dmg but survives shouldn't be able to turn around and kill someone on his turn (another example of weird NPC behavior).
For that reason, I'd never try the game on Iron Man mode. If I ever do, it'll be on intermediate difficulty setting instead of experienced.

Never heard of this issue with 4870 before.
Have you tried to set soldier tool tips to debug level and actually see how many APs the game shows the particular enemy had?
(Tho I'm not sure if changing the tool tips work without starting a new campaign)
