| Problem with early rebels recruitment[message #331980]

So I started a new game with EARLY_REBELS_RECRUITMENT value changed to 4 (after food delivery quest) but Miguel says he can only spare dimitri after I completed the quest. Is there something I'm missing? If I remember right I was able to recruit everyone after the food quest in my last playthrough.
This is frustrating because I already spent hours on this save and I don't really know if I can handle recruiting Miguel and Carlos late game (after what, 5 towns?).
