I recently started replaying JA2 1.13 with the latest version (7178) and in this new game, I happily captured Drassen, the first SAM Site, found Skyrider... you know, basic stuff you do at the beginning.

But I noticed that the mine income is 1900 dollars per day. I have to admit that I haven't played in a while, but isn't this too low? I can barely afford to pay 3 weak mercs, without thinking about buying new (used) weapons, ammo, training militia...

I think that may depend on your chosen difficulty setting. In any case, open the ini editor and take a look at the "Financial Settings" tab, you can set the mine income to x-percent of the vanilla setting. Whether this is completely savegame-comaptible, I can't say for sure, however.

Town loyalty affects mine income, you might need to increase loyalty for more money.

Loyalty is 88% (the enemies recaptured the airport, but I will solve that soon). But even if it was 100% and I got let's say 2200, its still not very much. The difficulty is experienced.

For me it's 8000 from the Drassen mine (100% loyalty). My ini setting 100% vanilla, so I guess your's is lower? I don't remember whether that was 'default' or if I've changed it, all I can tell you is that I play on "Expert" with a lot of values tweaked for my personal playstyle, and I have more than enough money Wink

There's your problem. As I recall, the income is Base Income * Town Percentage Control * Town Loyalty. So if you own 2/3 sectors, then you only get 66% of base income, further modified by loyalty.
Still seems a bit low, so check how many of the sectors you actually control.

First, what JMich said. If your current mine income is 1900, you control 2/3 of the town and loyalty is 88%, then your total mine income will be about 3300$.

How much money a mine produces is randomised each campaign - see TableData/Scripts/initmines.lua. Basically, the Drassen mine max income per extraction (4 per day) is (1000 + x * 200)$. x depends on difficulty level and randomisation. This is rather troubling, however - your numbers indicate that the normal removal rate will be below 1000$. Which shouln't happen according to the script... Please check the numbers again.

An interesting side effect of that script is that if a mine's income is lower, then that of other mine's is higher. This means that in your case, other mines can be expected to yield more.

That explains it... Thank you for these details, didn't knew this mechanism. In the past I just captured the towns completely, then filled them with militia before moving on, and didn't notice this calculation.

A few enemies moved in the middle sector in Drassen as well, but didn't think of them as worth considering for a while, the airport and the mine sectors being the important ones.

Indeed, the mine income became 7200$ after recapturing the whole of Drassen. Now after I defeated the counter-attack (wow, that counter-attack was even more brutal than I remember it), its time to build my forces properly.

And if you like, you may increase MINE_INCOME_PERCENTAGE. During one of my campaigns, I set it to 650.
