Could it be that he'd rather have info about the user part instead of the technical details to make MOLLE stuff?

Maybe this will help....
The user part is pretty simple, you have so vests and leg pouches that somewhere have MOLLE in their description, you can attach MOLLE pockets to them as attachments.
These attached MOLLE pockets add certain slots to the carrier, this way you can work with flexible configurations of vests and leg pouches by attaching the type of slots that you need.
