How does this progression move along? Is it a matter of days or towns captured that makes the army get better equipment? If the latter, is it possible to change it to improve with days?

It works with V for me. If I press V I see 2/2 progress. Is it possible to progress strictly through killing enemies? Likewise, can I turn progress off? It doesn't feel realistic to have enemy gear improve just because I "progressed." Gear should be based on location/troop types. Can this be modified? How much exactly should I put into GAME_PROGRESS_MODIFER and does it affect existing saves?
Interesting...at higher levels, enemies certainly spawn with good gear, but ambient (non-player-trained) "militia" seem to get chewed up pretty quickly. Does militia/local arsenal not go up along with progression?
