So I had an idea to compensate the disadvantage of poor weaponry and mercs at game start for novice players. We already have <CthConstantsBaseDifficulty> and <CthConstantsAimDifficulty> in DifficultySettings.xml.
Why don't we implement the same for militia and mercs? These new parameters however, will be dependent on game progress (maybe not for milita...). So you get the full bonus at game start and none at higher game progress because at that time you should have good gear and trained mercs anyway.

The formula would look like this:

MAX( 0; (30 - Current Progress) ) * bonus / 30

You see that the bonus will only have an effect up to progress 30, a point where the player should already have a nice assortment of weapons and attachments and at least a few well trained mercs in addition to his IMP. From that point on he shouldn't need this bonus anymore.

Why put this into DifficultySettings.xml? Because we want different values for different difficulties! Let's say we use these values for the start (for both parameters):

Novice = 10
Experienced = 5
Expert = 2 (could set 0 here because Experts shouldn't need a bonus)
Insane = -50 (just kidding ;) they get 0)
