Once Larry succumbs to drugs, is there any way to heal him back to his original stats, or at least temporarily offset them?

Wait a while (a day or two), he'll snap out of it. Don't let him do ANYTHING but sleep, or his stats will drop. He will be utterly useless in combat, but if desperate might annoy the enemy with a sniper rifle/ shotgun/ or grenade launcher (if you can spare the 'nades). Once he recovers he can still get stoned again.
btw, the first time I had him drugged, when he recovered, his skills were much higher than they should have been (?some kind of bug?). ie, he had advanced 6pts of Marksmanship before hitting the bottle, but when he sobered up he was 12pts higher (and same with other skills) - as if the improvements he made had doubled. {I think that some file had recorded his skill advances and then when he came to, added it to his latest skill levels - not his original values}.

I was browsing through the source code looking for proof that Larry can be "scared straight" by a near death experience. I didn't find any evidence of that, although I may have missed it...
I did find that Larry can get high on (in order of temptation) adrenaline boosters, alcohol, med kits, regen boosters and beer. Also, if Larry is stationed in a sector with a bar, he can buy alcohol and consume it.
Looking at the code, it appears that there is (or was) a bug where his stats are doubly improved as idkfa states. That section of the code was disabled so I'm not sure if it still applies though.
Basically, every hour there is a check to see if Larry "falls off the wagon". If Larry has a temptation item, a random number is generated between 0 and the temptation level of the item (between 2 and 5). This number is then ADDED to his temptation counter. Once this counter reaches 8 or more, Larry becomes drunk Larry and he will automatically consume an item per hour. If he is in a bar sector, he will buy booze as long as you have money and he has an empty slot. Once he has no more temptation items, he will lose 0-2 points per hour. Once he goes down to 0, he sobers up and becomes normal Larry again.
