I remember items in your hands get repaired first, then your inventory, then other mercs items. My mercs won't ever repair the items in his hand. Did this get changed in 1.13?

Check "ADDITIONAL_REPAIR_MODE" in JA2_Options.ini. Item repairs have been changed. Also non-technicians cannot repair items beyond the repair threshold.
In addition to that guns do not need to be repaired (except for raising the repair threshold). Guns can now be cleaned with the help of cleaning kits. You can still use a toolkit to clean a gun but that would be a waste of resources.

Guns don't need to be repaired? What's the point of having weapon drops at 50% or lower if they cannot be repaired..? All they do is jam all the time...

I don't have the dirt system enabled.

Since release 8325 guns only become dirty during normal use. If you abuse a dirty/overheated gun it will jam more frequently and it can get damaged. That is represented by the damage threshold in the status display.

100 means perfect condition
83 means the gun is dirty but undamaged
76/94 means the gun is dirty and has 6% permanent damage that can only be fixed by a gunsmith NPC or merc with the Technician trait (if MERCS_CAN_DO_ADVANCED_REPAIRS is TRUE in Skills_Settings.INI). You can still clean it up to 94/94.
