You can find the sticom tool seven mentioned in this link. It's a command line tool that can convert .sti images into .bmp. It should have a readme that explains the arguments it expects and a few examples.
If you need any portraits that are in those .slf files, also grab the unslf tool from the same link so you can unpack those.
