Thanks but yes, I thought of that: Right before starting this game I changed in Options.ini Pablo to not steal from shipments, and I commented out all instances of "scrounging" from Backgrounds.xml, from everyone. I checked again right now, and they are still commented out.
(Besides, if I understood well, "stolen" stuff just appears in the thief's inventory, doesn't it? I would have noticed.)
