according to this article psychos get 15% CTH but in game when you create IMP character there is nothing written about this. instead it says if it doesnt fire bullets like a crazy it loses morale.
which one is true?

Not quite sure, but CTHConstants.ini has the following lines:
[Base CTH]
; This modifier is given to any character with the "PSYCHO" trait.
BASE_PSYCHO = -3.0
[Aiming CTH]
Implying that a psycho trait actually makes a character more inaccurate.

Psycho disability can be managed by increasing wisdom, using a trigger group, or use weapons such as An-94 and Beretta 93R. Psycho mercs will switch from single shot to burst and not lose morale. But if gun is already in Burst mode and they go psycho, they switch to auto and waste ammo.
Psycho, Machinegunner and Aggressive trait goes perfectly well, and is one of my favorite disabilities to choose on a few IMPs. The other IMPs are non-swimmers. I choose Fear of Insects if I do Realistic mode.
