Hi
This looks intruiging. I'm about to start a new playthrough soon, and have a few questions prior to testing:
1) Please clarify:

Create propaganda - *[increase]* loyalty gains

What is it doing, then ?
; Stolen mine income modifier (0.1 = 10%), and chance that a raid completely fails
RAID_MINES_PROGRESS_REQUIREMENT = 0
RAID_MINES_COSTS = 10000
--> RAID_MINES_PERCENTAGE = 0.075, 0.15
RAID_MINES_FAIL_CHANCE = 15
Which of the two numbers stands for what ?
2) Calculatory stuff:

ADMIN_ACTION_COST_INCREASE_REGIONAL = 7
ADMIN_ACTION_COST_INCREASE_NATIONAL = 4
Do i understand correctly, that cost = (4 + 7*N)
Thus, first upgrade = 11, second = 18, third = 25, etc ?
Scratch that, the fromula is
(4 + 7) * N * C
Not sure if C is a constant, but it adds to cost it seems.
I'm not a mahts person, so please don't try explaining the formula in detail
3) Upgrade stats

I have no hard data, but "had the impression" that militia stats are based on game progress - same for enemy soldier.
Is this Administrative Action replacing, or adding to the default evolution (of Militia) ?
4) any chance this makes it into "vanilla" JA2Options.ini ?

I don't play on "insane", but still rarely have the first sector of a town at less than 20% loyalty after liberation, because "initial liberation loyalty rise", there are fights against patrols near it and respectively the word of my mercs slaughtering good deeds make it to the towns prior to their arrival.
Having this to slow down loyalty gain would be a nice addition
Due to short freetime, it could be a while before i report test results - and i'm still setting up/rumbling through some files at the moment, which can still take a couple days.
Also, no promises that it would be a complete playthrough, because i'm testing some other features for the first time. That, and i am not a "completionist" but more of a "upgrade my mercs" (or other units) type of player, which becomes tricky to not-possible towards a game's end, obviously
Edit:
Another "please clarify":
- Directives are exclusive (only one of them can run) *check*
- Admin Actions are inclusive "all", inclusive "only the 6 selected" or exclusive ? I haven't seen a selector, like for Directives
Scratch that.
I had activated ARC on a running (test)game, which had weird consequences. After a fresh start everything looks as it should
