I am spending entire day configuring INI editor before I start playing. One big problem I have is that many parameters are set to non-default value after installing the mod and most dont even show what default values are supposed to be.
For example, lets say you can set parameter X between 1 and 100. It says default is 50 and but its set at 30. This makes me very confused. It makes the huge ammount of settings seem random. It forces me to research every single parameter about what its supposed to be and since this community is so small it is impossible to know what good settings are without playtesting for long time. Furthermore, some parameters dont even show what default values are supposed to be so when I see the number that the mod making people put there, I have no idea if this is the default number, or if some person just randomly set that in latest SCI build.
If every setting had written in parameter describtion what is default number and that after installing SCI, every setting was set to that default number, configuring the INI would be far simpler.
The biggest problem I see in this game is that unless you are fanatical Jagged Alliance veteran player, normal people dont have the patience, time or knowledge to set the INI to setting that make the game fine tuned and balaned. I would like if there was one or two official settings for parameters and combination of features turned off/on to make for one unified standard setting that is the way the game was meant to be played. I would make one vanilla-esque setting with OCTH where the game play with stay close to vanilla and will only introduce new features that relay to combat and second official setting for hardcore survival roleplaying zombie apocalypse kind of gameplay with food, diseases, miner and recruit pools so on.
For example Mortar CTH divisor is set to 3, this is massive alteration of gameplay from default vanilla behaviour, it seems like some persons very personal taste, this doesnt seem like right default out of the box value. A noob not familiar with this mod, who decides to not spend a day looking at INI editor will play with this not knowing that poor accuracy of his mortar isnt normal.

The offivial development of 1.13 takes place on gitHub and is public. If you find inconsistencies and contradictions you can report them there, under "issues".
Since code has changed quite a lot since vanilla, comparing currently CtH values with vanilla values probably fails to serve the purpose. The builds/releases are automated. As soon as something is added/changed, this will result in a new release. None of the values are changed afterwards.
If you've made such ini-configurations as suggested by you, uploading them here could may serve as help and orientation for new players.
However, since there are as many playstyles and preferences as there are players, it will likely never suit everyone.
1.13 is community made, many of the used values have been discussed here in forum over the past decades. That discussion recently is shifting towards the discord, but the forum is still the place where you'll find feature descriptions and more, even for new stuff (a great example just was written today Update to Merc Stat Growths, every nook and granny explained in description)
I agree, the descriptions need an overhaul (update comments, may explain some stuff better, etc). Documentation is spread all over, sometimes outdated, sometimes confusing. So anyone stepping forward to do a complete, comprahensive documentaion for ini and other important files is welcome to participate in an update of the 1.13-documentation on gitHub.
But nevertheless, there is an ongoing attempt to balance. The topic of having satisfying default values is not new, but only so much can be done.
Main factor is human resources, we're talking about less than 10 active people (and that's a generous estimation)
In case someone is taken aback by the can-be-overwhelming need for investment in 1.13, I like to mention another project that stays way closer to vanilla ja2 and still is doing a great job
ja2-stracciatella
Straciatella comes with a lot of bugfixes and quality-of-live improvements, runs on modern OS and higher resolutions without huge player investment and is also activly maintained.
So, in case 1.13 is just frustrating and too much to handle, or if just want to try a different spin, check it out.
