What merc do you hate so much, that you could... that you could... that you could? Aw, geez, which merc do you hate the most? I think I hate... -if DL mod is included- it's Jubilee, but if not it's... umm... Meltdown! Yes! Meltdown! That's who I hate.

I know she's cheap, she's got okay stats, but I think she's just a bastard. I mean, her face, such a fat ass, looks angry. When she's out of bullets her words are annoying:
"My goddamn gun run out of goddamn ammo!". She brings Weasel from DG to my mind. The word "goddamn" belongs to their every quote. And yes, her personality kills me. She should be a psycho, and I can't understand how Stephen and Metldown are a pair. All right: Meltdown's quotes are annoying, her voice is annoying, her face is annoying, which means she is annoying.

Have you realized that Meltdown has the face of one of the game developers (like Dr Q for example). It is just a real life face and I like the irony to put yourself on the screen with some pretty rough character features. I also don't like her quotes very much but she is a good merc. When I went for a "six imported guys at the start and no-one else" game in UB, she was for sure in my team.
I never hire Reaper and I do not like Ivan. Igor is ok but not more. Biff is the most useless merc imo. Flo is a lousy merc but kinda nice as a team mascot esp when you have Gaston around (he really gets a kick when she finishes off a baddie).
Personality development: for sure on my wishlist for JA3..

Well, her stats are okay, but so what? She's cheap, I don't care. I don't hire the mercs only for stats, for their personality too. Like Haywire and Razor, they're stats aren't the best stats on the game, but their personality is so colorful, that they're must-haves. BTW, Haywire learns fast. Sometimes I have problems with Razor, but I can keep him around since Haywire likes it.

I don't particularly like Razor or Haywire, even though they have great potential. I've hired them before and know that their marksmanship improves very quickly. I have also succesfully completed the game with them (well, Razor at least). However, their personal atttributes (Health, Agility, etc.) are just plain mediocre, and hardly improve as time passes, and their personalities/voices are annoying. Both of them sound like illiterate rednecks.
They are cheap and cost-effective, though, if you know how to use them properly and have a little patience (they are still bad shots in the beginning of the game). They just don't suit my temperament.
And Meltdown, with her screeching voice and profanity-laced quips, comes across as a harpy (unfortunately she also reminds me of an annoying loudmouth I know). I avoid her at all costs.

Buns is not a psycho, but Buzz is definitely a psycho. Guess, she gone crazy when he and Lynx broke up.

But, Haywire is cool and also my favourite, too.

From her accent, I'd say Ira is a New Yorker, probably from Brooklyn. The Brooklyn accent can be grating for those who are unaccustomed to it. I also get the impression, somehow, that she's Jewish (it's probably the name. Ira was the name of King David's chief priest in the Old Testament. It's also a masculine name, which fits Ira Smythe's tomboy image).
As for the ethnicities/origins of the other locals:
Dimitri: might he perhaps be...Russian? 
Miguel/Carlos: Latinos!
Maddog, Dynamo, Shank: all sound like norteamericanos. Maddog is a Southerner. Shank's from the Midwest, and Dynamo...who knows? Chicago, perhaps?
Looks like Arulco has a very international population.
