Personally, I use every single Merc you listed (and I do mean *use*, in a practical useful, actually comes-in-handy kind of way) with the one exception of Turtle.
Examples: I used Reuban to cut a path through the hedges and surprised my cousin in multi-player. I frequently use Hurl because he's a speedy tank scout (ie. gobs of health) and has the bar-none most hilarious multi-player taunts in the game. Wink is an expert thrower, meaning he lands grenades further and more accurately than other Mercs (Sidney does too, but I want a dedicated thrower). Bud is a suck-hole who will always join you even when all the other Mercs refuse (a common problem in multi-player), which will then allow you to hire Bob, thus giving you two half-decent Mercs and allowing you to have one last shot in multi-player. Etc...
In single player, since everybody just save/reloads anyway, then I'd tend to agree that the "useless" Mercs never get used. Because nobody ever dies and no mission is ever a failure and thus money is never an issue.

I dunno really.
Moses is a fairly cheap sharpshooter, mine-spotter and would be a good mechanic if it wasn't for his terrible Dex.
And with his high wisdom if you could find a way to increase dex quickly he could be a very good merc.
Elroy is decent enough at repairing stuff if speck/sparky are dead or on assignment.
Postie, Rev and Bud are cheap and decent shooters.
If you are prepared to play the game at a slow pace, Turtle can be a great tool.
Eli is far too expensive for what he is.
Skitz is totally useless.
Kaboom is a good, cheap bomb guy but you have to babysit him during actual gameplay due to his terrible aim, i mean at least smoke has half a chance.
