Hey

Don't worry about looting the base. Your SOG commanders have cleared you appropriating whatever you need including personel.

The c-rats are the regen and energy boosts. I use them quite frequently in battle to compensate for crummier army.

The laptop fix is in Tay Nihn City. Rev it sounds like you killed Ruiz. In the read me it says not to talk too much to him, I couldn't get him to be nicer.
