There is sometimes a single enemy remaining ..... usually near the police station.
It's a known respawn problem.

This gets really bad especially in Troy & Drake where often 3-6 elites respawn usually near centre of map. Effectively you must leave the sector, return to fight the respawned soldiers then finally it's completely under control.

Had the same problem, in my case he was north east corner in trees. He seemed to be a greenshirt, that I thought was wierd.
