I found a weird guy 'the blood bank' ruler, Vlad Dracul, in the subway of Galileo. I see no use for him. He speaks just shit, he's a vampire allright, but what use is he for? I tried threatening him and all, but nah... What use is he for?

Easy:
By combining a cigar with crepagen (jar) and a page from a porn magazine you can create a certain "form" of smoking entertainment.

If you give this to this "certain guy" he will be recuitable.
