I found one in L15. Probably the best all-around sniper rifle in the game, IMHO.

weird thing is i did 2 searches cause i knew the whereabouts of the m21 have been mentioned here before but found nothing

I remembered that I got a M21 only after taking over the last city. Somewhere near the gunrunners depot.
