Well, about 2 sectors below "Grumm" is one guy with decoder, there are also some "Militias". Another place is "Balime" Casino. Can't remembernew town names.

Got the same problem. Already checked these sectors, but nothing. Militia - yes, Crepaton official - no. I have started another game with the same result. So, where they are? :computer2:

You ran out of luck on the randomizer.
I intercepted a convoy with some annoying dude while travelling, the guy that had the decoder came as a surprise to me, but anyways, if there is a MOC List in sector F1 you don't need to do the decoder hunt.

(Lost post): I said that if anyone has truly been out of luck, and too near the end to start all over again, you can always give yourself the decoder using JAPE.

It's found on the men on Carman's head hunting list. I believe each of them drop the decoder when killed.

I have been wandering about 40 days and nights and still haven't found the decoder. Maybe I can exchange one of the useless 1:7 twist barrels for it.

If I ever do find it can I get rid of the laptop and discs?

You can find it on Carman's headhunting list troops. I've got one from the guy in the Troy Greenhouse (twice) and Rudisia (the Big Bar).

When you plug in the decoder plus the disk you get another disk entitled Mod list(?) and the computer and all disappear.IIRC

Spoiler.....
The guy in Rudusia has a Vinteroz, but stealing it gets bloody.

Not if you manage to get close to him and you attack him while enemy soldiers are still present in that sector. You can do this in real time too, the only condition is to be min. 1 enemy left in the sector. It seems the guy can't believe he is attacked while the sector is not cleared for enemies. Eventually he will go to a hostile stance, but that will be after 2 or 3 punches, so he will not have the chance to open fire.
Sometimes that guy (The Druggist), can be found in the greenhouse complex in Troy.
