I have taken the town belonging to Sector A 1 by Storm. (Sorry can't remember the name. I am at work right now). Whenever any of my mercs enter sector A1 they notice somebody. I then proceed to search the sector but they can't find anybody. All there is to this sector is a church with three civilians in it and a graveyard. I have tried using the shovel on the graveyard to see if there is something to dig up, but the shovel only acts as a knife. Who am I supposed to find here and where are they?
And what is the deal with Lydia, she admits to being a factory manager but only when I try to kill her. Other than that she just tells me not to talk to her as I have a price on my head. What's her deal?

If it says that you have noticed somebody then obviously they are not an enemy right away as you would have to interact with them in some way. That is how I found Postie and the van (btw how to I refill the Gas?) and the pilot.
Does the GABBI cheat show you civilians too? How exactly do you use it? Never was much for cheating but I really want to know if that is a bug or if somebody is hiding in a corner somewhere where I haven't looked. I doubt that place exists on that map but one never knows.
You guys do know who I am talking about with Lydia though right? I hope I got the name right, but it is kinda hard to tell from work. 'Somebody in the sector' is a double edged sword. Sometimes it's because a NPC like Postie is available other times it's because of a bug. You can also get it because of somebody left behind (Claudia, I didn't kill her in my first game so when I drove thru there was a somebody in that sector).
I don't recall if Gabbi plus shows civilians, but it's handy for finding that last lost enemy hiding in a closet in a sector with 1000+ houses.
Should you use it? That's up to you, if searching for the 'last' man is ruining the gameuse it. If it isn't don't use it.
This brings us to the radio which I feel is worse then useless, it's dangerous! Plus weighs a ton!
