| Militia and Carmen's inventory are respawning in A9[message #97245]

For some time now I've'd always killed Carmen in Atremo after the fight between the militias and the BG's was over.
Today, I tried a different approach, and this is what happend. The BG's were very good this time, at the end of the battle only three militias were alive (the guy with the burp gun, one with a pistol and another guy with a shotgun). I've'd started my usuall militia beating routine, and this time I was curious what kind of shotguns they use, so I stealed the shotgun too (it was a Rys-U). After killing the militia, I got the quests from Carmen, then my IMP threw a stun grenade on him. Carmen dropped his weapon and ran aways from that spot. I decided to leave him alive, so after he picked up Carmen's burp gun my IMP ran away too, joined the rest of the squad and they went down to the subway to fight with Sharks mob.
When they came back to the surface map in A9, I was surprised to see that all the militia in the sector respawned, and that Carmen was now holding in his hands another gun. Needless to say this time he was not hostile to my squad anymore, so I can complete the heads collecting quest too.
