 I usually find him in Calisto's bar but it should be random. He's always in some bar though. Just have a merc in a sector with a bar and check it every day.

 Last game I played I carried a head around for over 40 days before I found Carmen! Checked Calisto as often as I could but he just never seemed to be there.

This game I just killed him after getting the laptop.

Just sell guns to Tony. Much easier way to get money, imho.
