Once you have killed Shark and his boys underneath Atremo in the subway you'll find the police getting hostile in about 24 hrs of gametime.

I took the fight to them immediately after killing the redshirts in that sector so they couldn't get the jump on me and the weapons they harbor are definitely nice to have this early in the game.

I didn't fight the bikers in B10 until after I had recruited my namesake and then it was like a shooting gallery.
