I think Jubilee is one of the original characters in JA...
She won't be hired when you have a merc a la Biff, Haywire or MD like the rookie guys.

Absolutely...
In the begin of the game I hired her for a week but then she didn't renewed her contract because of Biff and Haywire...

Biff's training militia att. are very high and I don't waste him.
In fact, I don't like him too..
