I have captured all the towns, so where can I find her? Too tired to start cleaning all the urbans.

She's in a bunker below sector P6. Nevertheless, you have to give the MOC List to Agent X (Sector P13) to receive the keycard for the bunker's entrance, for you're unable to unlock the door. Explosives won't help either.
