I got to sector P13 and found Agent X.
He wants the 'decoded information', but all I have is the encoded diskette and the laptop, so I guess I must have missed something...
Can anyone help..?

You need to find a decoder. This is combined with the laptop and used to decode the MOC list. Read all the files in your (game) laptop. There are instructions on who to look for to get a decoder.
Read this thread for instructions on where to find a decoder: location of a decoder.
I "found" one on a person in a casino.
