I have already freed 3 or 4 towns (including Calisto and its airport), talked to everybody and no sign of Bobby Ray's. I don't even have an "under construction" website. The only websites I have so far are AIM, MERC and IMP...
Can anybody tell me how I get his website ?

The AIM website has a links section. There, you will find links to several websites including Bobby Ray's. Once you use one of those links, that website will appear with the websites you already have.
