There is a file outside of the game with coded zips inside. Each quest complete gives the code to a zip which in turn unlocks a map making it possible to move on to new areas. The guy at the first base just tells you to head somehwere if I remember it right, retrieve important document to the south. Try some of the helicopters. If in doubt ask him to repeat what he said.
