2. stealth only reduces chance to make noise. stealth increases with level but will not make you completely silent unless you have it as a skill. i personally feel it is a waste of a skill choice as you can always reload if you make a noise. may be more useful in ironman mode

Based on the reload argument then...

...markmanship is useless because if you miss you can always reload
...etc... with everything else.
