That's right.

As I've said before, if the move to name related references is only visible in the inner workings of the code than that is all fine and well. It would not affect us modders.

But doing away completely with slot references means having to the identify all related data by (presumably) names. This would get extremely messy especially for either modders who don't intimately know the interrelations of every character they change or those fixing or changing things in a modded version of Ja2.

An easier and more intuative way of handling this on our end would be to keep the slot numbers round only for their listing and data referencing purposes. But if in the internal workings of the game it is better to reference characters by name again, I am all for it.

To elaborate on what Kaiden said:

You can define mercs by their relevant tags you would externalise through booleans or whatever in order to make them part of a certain faction, hireable organization, quest componenet, or whatever. This would be where the true definition of a Ja2 character would be. Slot placement would ideally be reduced to just what order in the list the character happened to be and what dependant data files they used.

If you change the way the game looks at character referencing INTERNALLY of course us modders have no objection (or in my case even informed response other than it sounds good the way you describe it).

One of the most important things is to either make your externalisations transparently understandable or provide headers describing all of the fields the modder can change so we know what we are doing without having to ask a bunch of redundant questions.
