Quite right Hairysteed, the base AP cost should be based on ergonomics, balance, etc...

The Folding Stock is a modifier that if in the extended position makes the weapon more or less identical with a fixed stock equivalent (it is just missing one of the four attachment slots). In the retracted position the folding stock reduces the AP cost of firing at the expense of %-to-hit.

Now the reason why there is an extended stock item is:
1) need an item to turn into the retracted stock (via the detach-merge-reattach operation)
2) it completes the weapon, meaning that if it is gone the weapon is broken and a penalty will be incurred

Another thought is that the retracted stock represents firing from hip. Now this brings up the question of what the AP reduction of not holding the weapon with a proper stance the AP is?

(Remember AP is not time, not effort, but is a combination of time/effort/more?)

Now all I have to do is figure out the base costs of each weapon for 100AP.
