The N7(prison) supplies should be enough,and the stuff dropped by enemies.
There are many (land)mines in all Meduna sectors,you can use that to blow the tanks,if you run out of heavy weapons.Use smoke,get close.Just set about 3 of them near the tank and detonate them with a grenade.
Of course,if your heart rate goes wild as soon as you see one,there's nothing like the mortar shell...
