If you want camouflage for your I.M.P you can select it when you make him/her (or them, you can have up to three of each now). If you want it for another merc, edit the prof.dat file, do a search and you will find instructions on that. But camouflage is probably the worst skill to have in 1.13 as they added two other camouflages, desert and urban. Selecting camouflage will prevent you from using these so your camouflage will only be effective in woodland areas.

To edit the personality you want to turn to the ja2options.ini in your data-1.13 folder, there you will be able to select anything you want. See this thread for information on the benefits and drawbacks for each personality.
