Yes, it's quite possible, but you have to shoot a lot. Statistically, you should get 100 marksmanship within 2500 shots you fire when you're at level 99. Of course, taking hard shots (I.E. shooting with very low CtH and hitting the target) will accelerate it somewhat. And 2500 is just a statistic. You could in theory go from Marks. 99 to Marks. 100 within only 25 shots. But if you manage to do this, your Karma is probably all screwed up.
