There's a "src/video/quartz/" folder in my SDL 1.2.13 source tree.
According to the "configure.in" file in SDL's package, Quartz is enabled by default if the Cocoa development files are installed (the script tries to find a "Cocoa/Cocoa.h" file somewhere).
They may be missing on your computer.

You can see if Cocoa/Quartz are enabled when you run SDL's "configure" script: look for the line
"Checking for Cocoa framework ... yes/no".
If the answer is "no", Cocoa is not installed and Quartz won't be enabled.
Install it (it should be on one of Apple's CDs according to what I saw with Google), run SDL's "configure" script again and compile it.
