It determines whether or not armors protect your entire body. If you look at an armor item in EDB you'll see that it has a value called "coverage". This indicates, mainly, how likely it is for an incoming bullet to hit the armor instead of the person. If this setting is turned off, all armors have 100% coverage and so incoming attacks will always hit them.

0 - 10, integer. It's has a direct 1:1 relationship with the condition of the gun (reliability counts double) when checking for gun jams. It's a very complex formula though.

I explored this once but couldn't make much sense of it. In general it makes enemies select inferior weapons and items when they are created. I can't tell you how inferior, but I suppose one or two levels below the default.
