I tried on two trips to Drassen to have mercs stand on the helicopter landing pad. No help, they could enter the pad and stand there, no reaction from helicopter or the helicopter pilot whatshisname.

After visiting Estoni with Skank, the pilot did wake up to declare now Estoni can be used to fuel the helicopter and no need to fly back to Drassen anymore.

The helicopter has been stuck there for days in game time.
