The two-shot burst of the AN-94 takes the same number of APs as a single shot. The problem is that a two-round burst of 5.45mm isn't very useful because it doesn't neutralize the target. A three-round burst of 5.45mm (or any other caliber) is much deadlier, even if it takes a few more APs to fire.

Every weapon with two-round burst mode is crippled in JA2. Try the HK UMP. It has the same problem.
