Hi, Akibo and welcome to the pit! :wave:

Did you change the settings during mid-game or before starting a new campaign? What other mods are you using besides 1.13?

There might be three reasons why you are unable to recruit Carlos and Miguel:
-Your merc doesn't have sufficient leadership
-You haven't liberated Omerta
-You probably changed EARLY_REBELS_RECRUITMENT midgame (I don't think the changes would have any effect when changed during an existing campaign.
