Yes, You can rehire both mercs from AIM and MERC, and some (not all) hirable NPC's. Keep in mind though that it takes time (couple of days) for the dismissed mercenary to get back home. Rehiring hasn't got special interaction so it's like the mercenary completely forgot he or she has been previously employed by you.
