Might as well give a penalty to the Utility Knife (item 299). Then one can add a professional locksmith kit (medium coolness level) that gives a bonus and the normal locksmith kit (item 204) will be the base line with a bonus of 0. This way we don't mess with the skill check formula that was based on the zero bonus condition.
