First a few questions

- which version of windows are you running (oops, win10 it seems)
- which version of 1.13 are you trying to install, you should be able to see some four digit numbers in the filenames

This will help us help you to get the game running

*EDIT*
did you do all the windows 10 patching that you can find in the Docs folder, so copy the dll's and edit + execute the registry files?
did you install the MS Visual C++ 2005 x86 redistributable?
