 Since you're posting in the AIMNAS forum.. I assume you are also trying to get AIMNAS working on 1.13, lemme guide you to getting that to work correctly

- Get the newest 1.13 SCI from Depri's Onedrive at https://onedrive.live.com/?id=13A6926EAC52083%21583&cid=013A6926EAC52083
- Download the newest AIMNAS from https://github.com/aimnas/core
- Prepare a clean JA2 installation, preferably in a folder like C:\Games\JA2, installing JA2 into root C: can also create some problems so just make a Games folder or something
- Extract the 1.13 SCI over you JA2 installation and always overwrite
- Extract the AIMNAS files over that installation and always overwrite
- Go to the Windows Compatibility Fixes folder inside your new JA2 1.13 installation, so for example C:\Games\JA2\Docs\Windows Compatibility Fixes
- You will find a ZIP file with a readme, some DLL files and some registry files, follow the readme to make sure 1.13 will run ok on your system
- Run the game
