Also a unrelated follow-up question - I've just seized Drassen Mine and the ACA office located there and in the past I could start training up militia. However this time it's telling me 'insufficient resources' or something like that. Now I've only cleared sectors B13, C13, and D13 - do I need to clear the entire town before I can start training militia?
