I don't know which version of 1.13 you are playing but I play a mod based on 7609 and enemies rarely drop food. I've been playing more than 50 in-game days so far and have had about only three times an enemy drop food.
Usually I just go to a bar found in almost every town and buy me a bag of rice, a pizza, burgers or anything like that to feed my mercenaries.
